Federal Investigation Launched After Fencer’s Protest

USA Fencing has agreed to cooperate with a federal investigation launched after female fencer Stephanie Turner knelt in protest rather than compete against transgender athlete Redmond Sullivan at the Cherry Blossom Open. The incident gained national attention when video of Turner’s protest went viral across social media platforms, triggering widespread criticism of USA Fencing’s gender eligibility policies. Turner was immediately disqualified from the competition and subsequently placed on a 12-month probation by the organization for her actions.

“I saw that I was going to be in a pool with Redmond, and from there I said, ‘OK, let’s do it. I’m going to take the knee,'” Turner said. “I knew what I had to do because USA Fencing had not been listening to women’s objections regarding [its gender eligibility policy].” 

The investigation is being conducted by a newly-formed Title IX investigations team working with both the Department of Education and Department of Justice. Education Secretary Linda McMahon announced the investigation, which is one of the first actions for the team created to protect female athletes from what the administration describes as gender ideology in school programs and activities. USA Fencing has stated they will comply with all legal requirements related to the investigation.

Policy Change Under Consideration

In response to the controversy, USA Fencing is preparing significant changes to its gender-eligibility policy. The organization’s current transgender inclusion policy, established in 2023, allows transgender women to compete in women’s categories after completing one year of testosterone suppression treatment. Under these guidelines, Sullivan had met all requirements for competition eligibility. However, the proposed new policy would drastically alter this approach.

The proposed changes would restrict women’s categories to athletes born female while keeping men’s categories open to all qualified participants. These modifications would apply across all competition levels, including Division I, IA, II, III, Junior, Cadet, Youth, Veteran, and other designated categories. USA Fencing board members previously voted against forming an all-female task force to review the transgender policy, further stoking controversy within the fencing community.

Competing Interests and Criticism

The situation has created a divide between those advocating for biological women’s rights in sports and those supporting transgender inclusion. The Fair Fencing Organization has been vocal in urging USA Fencing to re-evaluate its transgender inclusion policy. Meanwhile, USA Fencing maintains a policy preferring to host national tournaments in states without laws they consider harmful to LGBTQ communities or that undermine women’s reproductive health, further complicating the political landscape surrounding the issue.

“USA Fencing is pretending they need outside permission to follow federal law that guarantees fair competition and equal opportunities for women. They know their current policy allowing men to take women’s national and world titles is unjust, yet instead of taking responsibility, they are passing the buck to the USOPC, an ideologically captured organization.”, said Stephanie Turner.

Though the organization has acknowledged the potential impact of policy changes, they have framed their decision as compliance with external mandates rather than a shift in values. “We recognize that many people — particularly transgender and non-binary athletes and their supporters in fencing clubs nationwide — will be profoundly impacted if this policy takes effect,” USA Fencing stated in their announcement. Turner, who is stepping away from competition following her probation, has criticized the organization for not taking direct responsibility for policy decisions.
